Category 1 Population: 50,000 or more inhabitants:

• If one candidate receives a simple majority of the vote in the Primary Election, that candidate is the only candidate that progresses to the General Election ballot.
• If no candidate receives a simple majority of the vote, then the two candidates who receive the greatest number of votes in the Primary advance to the General Election.
• If multiple seats are open, twice the number of candidates for the total number of open seats advance to the General Election (EXAMPLE: Two open seats, four top vote getters advance to General Election).

Category 2 Population: 5,000-50,000 inhabitants:

• If one candidate receives a simple majority of the vote in the Primary Election, that candidate is the only candidate that progresses to the General Election ballot.
• If no candidate receives a simple majority of the vote, then the two candidates who receive the greatest number of votes in the Primary advance to the General Election

Category 3 Population: Less than 5,000 inhabitants
